The DeCA operates a worldwide commissary system that provides quality grocery products at cost to active duty military personnel and retirees, members of the Reserve and National Guard, and their families. The agency employs about 18,000 people and its annual sales exceed $6 billion.

Employees Serviced by DLA: Civilian federal employees who receive human resources servicing through the Defense Logistics Agency do NOT need to submit supporting documentation. Your Electronic Official Personnel Folder (eOPF) will be used to verify your eligibility. It is your responsibility to ensure all required documents are in your eOPF for verification purposes.

Responsibilities
  • Plan, direct, coordinate, and control the diverse day to day commissary department operation.
  • Resolve employee and customer complaints.
  • Act as department manager (produce/ meat/ grocery).
  • Supervise department managers engaged in the operation of the store.
  • Provide guidance and training to subordinates in the execution of the display program.
  • Conduct periodic inspections for compliance with sanitation and safety requirements.
  • Assure item requisitions are made to maintain appropriate stock levels.
  • Assure pricing of all department items is in compliance with applicable regulations
  • Provide guidance and training to subordinates in the execution of the inventory requirements.
  • Ensure that all inventories are conducted timely and accurately as required.
Travel Required

Occasional travel - May be required to travel by scheduled and nonscheduled government and/or commercial aircraft, as well as other modes of travel, under conditions specified in the Department of Defense Joint Travel Regulations.

Qualifications

To qualify for this position, by the closing date of this announcement you must possess one of the following: (a) One year of specialized experience equivalent to at least the next lower grade that equipped you with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and is directly in or related to this position. To be creditable, specialized experience must be at the next lower grade level or equivalent under other pay systems in the Federal service, military, or private sector. Creditable specialized experience includes: Managing a commissary store, supermarket, or similar type of commercial retail food store. Managing a department in a retail food store. Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store. Planning, standardizing, or controlling operations in an assigned group of commercial retail food stores. Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce, as well as front end operations. OR

(b) Qualifying education from a college or university accredited by an organization approved by the U.S. Department of Education (https://ope.ed.gov/accreditation/) and in an appropriate field of study as described elsewhere in this announcement. OR

(c) A combination of experience and education equaling 100% of the qualifications.

Education may not be substituted for specialized experience at the GS-12 grade level.

In addition to meeting the qualifications outlined above, you must also meet the following by the closing date of this announcement: (a) Time after competitive appointment requirement: You must have completed three months of civilian service after a competitive appointment. (b) Time in grade eligibility requirement: You must have held a permanent appointment in the competitive or excepted service for a minimum of 52 weeks at the next lower grade level (or equivalent).

(2) To be creditable, education must be in a major field such as business administration, public administration, agricultural economics (food industry management), or other fields related to the position. (3) Failure to provide transcripts will result in you being rated ineligible for this position.
